10th OYHA Marks 3rd Anniversary with Scorecard, Suspends Celebrations in Solidarity with Victims of Insecurity

The 10th Oyo State House of Assembly has opted against holding elaborate activities to commemorate its third anniversary, citing prevailing security challenges in parts of the state, particularly within the Oke-Ogun and Ogbomoso zones.

Rather than engage in celebrations, the House used the occasion to reflect on its performances over the past three years and assess its contributions as a critical arm of government committed to democratic governance, accountability and service delivery.

The decision was disclosed by the Speaker of the House, Rt. Hon. Adebo Ogundoyin, during Wednesday’s plenary sitting.

According to him, the Assembly considered it more appropriate to demonstrate solidarity with communities affected by recent security incidents and to focus attention on governance and legislative responsibilities.

The Speaker noted that while the third anniversary of the 10th Assembly would ordinarily have provided an opportunity for celebrations and public engagements, the current security situation in some parts of the state necessitated a more restrained approach.

The 10th Oyo State House of Assembly was inaugurated on June 14, 2023, and has since operated on the principles of accountability, transparency and people-centred governance.

In marking the anniversary, the legislature released a detailed scorecard highlighting its major achievements and interventions since its inauguration.

According to the document, the Assembly has recorded significant milestones in line with its legislative agenda and the Omituntun 2.0 Roadmap for Sustainable Development 2023–2027.

One of the major achievements highlighted was the passage of 36 bills into law.

The laws cut across various sectors and are aimed at strengthening governance, promoting development and improving the welfare of residents across the state.

The Assembly also disclosed that it passed a total of 276 resolutions during the period under review.

These resolutions were transmitted to the Executive arm of government and other relevant institutions for implementation.

To ensure compliance and effectiveness, the legislature stated that the implementation of these resolutions is being monitored through the oversight functions of its various standing committees.

As part of efforts to strengthen governance and institutional accountability, the House revealed that its Post Legislative Scrutiny (PLS) Unit carried out detailed assessments on the implementation of key laws, including the Open Rearing and Grazing Regulation Law, 2019, and the Oyo State Security Agency Law, 2020.

The Assembly also identified the organization of a Security Summit as one of its landmark interventions within the last three years.

According to the legislature, the summit was convened in response to recurring security concerns across parts of the state and provided a platform for stakeholders to deliberate on practical solutions to emerging security threats.

In furtherance of its commitment to participatory lawmaking, the House disclosed that it conducted nine public hearings on various bills under consideration.

The hearings created opportunities for stakeholders, professional bodies, civil society organisations and members of the public to make inputs into the legislative process before the passage of relevant laws.

The Speaker reaffirmed their commitment to the core legislative responsibilities of lawmaking, oversight and representation.

Rt. Hon. Adebo Ogundoyin maintained that the Assembly remains focused on enacting laws and supporting policies that will enhance peace, security, economic growth and overall development across Oyo State.

He also reiterated their resolve to continue working in collaboration with the Executive arm of government and relevant security agencies to address emerging challenges confronting the state.

The Speaker assured residents that the House would remain steadfast in pursuing legislative initiatives aimed at improving the welfare of citizens while ensuring effective oversight of government programmes and policies for the benefit of the people of Oyo State.
