
A Professor of Political Science at the University of Ibadan, Dhikrullah Adewale Yagboyaju, has endorsed the governorship ambition of the Speaker of the Oyo State House of Assembly, Adebo Ogundoyin, describing his IGBEGA OYO OMITUTUN 3.0 development plan as a practical and well-structured roadmap for governance.
In an academic excerpt assessing the policy document (IGBEGA OYO OMITUTUN 3.0 Roadmap, Advancement of Oyo State), Prof.Yagboyaju who is also the Head of Department of Political Science, U.I, said Ogundoyin’s aspiration for the 2027 governorship race is anchored on a clear vision and a purposeful strategy for development.
He added that the Speaker’s Development Roadmap positions him not only as a prepared and capable leader, but also as a committed visionary determined to deliver meaningful and enduring progress if entrusted with the opportunity to serve.
The don emphasized that Rt. Hon. Ogundoyin’s profile combines “youthful energy and vibrancy” with “exposure and administrative acumen gathered in the eight years as Speaker,” adding that his leadership experience at both state and national legislative levels positions him as a credible contender.
Prof Dhikrullah Yagboyaju further described the IGBEGA OYO document as more than a theoretical framework, stressing that it is “an articulate, broad vision, and a concrete policy framework that is accompanied by implementation plans with timelines and expected deliverables.”

According to the don, this distinguishes the roadmap from typical policy documents that lack execution mechanisms.
Highlighting the philosophy behind the plan, Prof. Yagboyaju stated that “plans are not chancy or accidental, they are purposive and intentional so as to realise concrete deliverables for good living, wellness and self-actualisation for the citizens.”
He added that the inclusion of Key Performance Indicators and a public tracking system reflects a governance model focused on accountability and measurable outcomes.
The professor noted that the roadmap is built on five strategic pillars, economy, education, healthcare, security, and youth empowerment which he said align with historically proven development frameworks.

He pointed to proposed initiatives such as agribusiness development, industrial hubs, energy security, and public-private partnerships as critical drivers of sustainable economic expansion.
Speaking on education, the don stressed its central role in societal transformation, stating that “the importance of education can hardly be overstated,” as it “enhances economic and social progress” and reduces inequality, poverty, and insecurity.
He commended the roadmap’s focus on access to quality education, improved infrastructure, teacher development, and inclusivity.
On healthcare, he reiterated the significance of wellness to productivity, noting that “a healthy Oyo State would mean the wellness and happiness of the greatest number of people,” while warning that ill-health limits both economic output and quality of life.
Prof. Yagboyaju highlighted plans to strengthen primary healthcare, expand insurance coverage, and promote preventive health measures.
Addressing security, the don described it as foundational to development, stating unequivocally that “without security, every other aspect of life is meaningless.”
He commended the document’s emphasis on professionalism, community collaboration, technology-driven policing, and strengthened partnerships with security agencies, including the Amotekun Corps.
On youth empowerment, the professor underscored the importance of harnessing Nigeria’s demographic advantage, noting that with a largely youthful population, targeted investments in skills, entrepreneurship, and governance participation could yield significant dividends.
He added that the Speaker’s relatively young age strengthens his connection to this critical demographic.
Overall, the political scientist concluded that the IGBEGA OYO 3.0 roadmap stands out as a serious governance document, combining vision with execution, and positioning Ogundoyin as a policy-driven aspirant with a clear pathway to sustainable development in Oyo State.
