Oyo Assembly Moves to Curb Unregulated Mining Activities, Set For Oversight to Concerned Communities

The Oyo State House of Assembly is taking steps to ensure compliance with mining regulations in the state.

This was part of the resolutions contained in a motion moved by Hon. Oladejo Anthony Ogunsola from Iwajowa

The Motion highlighted the need to address security threats and environmental degradation caused by unregulated mining operations.

To this end, it has resolved to embark on oversight to all mining communities across the State.

According to the Motion, the mining activities have led to banditry, insurgency, and environmental degradation, with some miners involved in kidnapping.

The Motion commended the Oyo State Governor, Engr. Seyi Makinde for being proactive through the issuance of Executive Order No. 001, 2023 on the protection of Mining communities against insecurity and exploitation .

“There is the need to implore the Oyo State Mineral Development Agency, Ministry of Environment and Natural Resources and Ministry of Justice to synergise on strengthening mechanisms for the implementation of the Executive Order to the benefits of the Mining communities and State at large and bring to justice all violators of Mining Act and Executive Order. They should equally create awareness
among the mining communities about their rights and responsibilities under the Executive order; and direct the Committee on Solid Minerals Development to conduct a comprehensive Audit of Mineral Title Holders and Inspection Visits to mining sites across the State with full legislative backing of the House considering the exclusive matter of mining in order to ensure total compliance by miners.”

It Appealed to Governor Makinde to provide more robust logistic support to the task force constituted to enforce the implementation of Executive order on mining activities and ensure total compliance of all Mineral title holders in the State.

The Motion noted that poor oversight by government agencies has allowed illegal mining to flourish, compromising safety, security, and fair resource allocation.

“The enforcement mechanism, including regular site inspections and legal action against violators, is crucial for ensuring compliance.
“The combined effect of these legal instruments promotes responsible mining practices, protects community interests, and fosters sustainable development.

“The Oyo State Mineral Resources and Environmental Management Committee (MIREMCO) and Federal Ministry of Solid Minerals Development must collaborate effectively with Oyo State Government in ensuring protection of mining communities against insecurity and exploitation by miners operating in the State.

The Speaker said the resolutions contained in the Motion are aimed at ensuring compliance with mining regulations, protect mining communities, and promote sustainable development.

“We are working on strengthening enforcement and fostering collaboration between stakeholders inorder to address security and environmental concerns associated with mining activities. This will help to further improve mining practices, put an end to illegal and unregulated mining, promote better legislation and regulations as well as improve environmental performance.” Oyo Speaker said
